We had the latest Community Consultative Committee (CCC) meeting last night. This included 5 new residents as well as a couple of representatives from the Save Ivanhoe Residents Group. It was a positive meeting with some enthusiastic participants. The key takeaways from Simon McMillan (Bayule CEO), Vincent Ryan (Banyule Manager of Economic & Strategic Development) and Cr Jenny Mulholland were:

  • Council had passed a motion that the original draft Structure Plan has been scrapped and that the CCC is tasked with forming a new plan. This was partly due to the overwhelming response from the community which is unprecedented in Council’s history
  • The CCC may elect to retain some parts of the original draft plan and any background information would still be relevant
  • The timing for the next draft would be in the hands of the CCC. Realistically, due to the amount of work required, the new draft plan will not be released by the end of the year and given the holiday period is more likely to be March 2012 (although at this stage there is no timeframe)
  • The community will have a chance to comment during the formation of the new draft plan as well as when new draft when released
  • That along the journey to form the new plan the CCC/Council will be testing things with the community, ie. heights, boundaries, set-backs, etc. It is an iterative process where feedback will be sort throughout the formation of the new draft plan
 
The main topic was next week’s Built Form workshops. For those that attended the workshops a couple of weeks ago these will be different and residents are encouraged to attend one of the sessions.
 
Rob McGuaran from McGauran Giannini Soon (MGS) ran the last Built Form workshops. Rob will also be running these workshops. In the last workshops there were 6 main areas identified where some development may be appropriate. These areas are loosely defined as: 
  1. Darebin Station
  2. Coles & surrounds
  3. Lower Heidelberg Rd (cnr Marshall St)
  4. Civic Precinct (Town Hall, Library)
  5. The main Upper Heidelberg Rd shopping strip
  6. Ivanhoe Station
These areas are not set in stone, merely a starting point.
 
The Built Form workshops next week will provide an overview of what MGS see as potential development at these sites. It will include diagrams, recommendations around height, setbacks, overshadowing etc. Note - The recommendations are not necessarily going into the new plan. They will be presented and the community will be able to provide comment on the appropriateness of the recommendations.
 
Next week’s workshops will cover Darebin Station, Coles & Lower Heidelberg Rd. Future sessions will cover other areas in Ivanhoe.
