Dear Minister

RE: Permanent Building Height Controls for the Ivanhoe Activity Centre

On behalf of the Ivanhoe community we thank you for introducing height controls for the Ivanhoe Activity Centre back in November 2017. This letter is to request you make the mandatory height controls permanent by approving Banyule planning scheme amendment C123.

The community engagement was extensive and unprecedented in the development of the Ivanhoe Structure Plan. Over 1200 individual submissions were made to Council. Over a three year period there were dozens of community sessions attended by traders, residents, developers, Council and state politicians. Banyule Council employed consultants who did a street by street analysis of the activity centre zone. Council created a Community Consultative Committee who met regularly to work through the details of the plan.

The end result, the Ivanhoe Structure Plan, was a considered by most as a good compromise where developers, traders, residents and Council agreed how to deliver future growth and development of the Activity Centre. The plan was also reviewed by a State Government Planning Panel. The guidelines for heights, setbacks and specific provisions in seven different precincts in the Activity Centre were endorsed through this process.

The guidelines were not prescribed. Consequently, many developers ignored these guidelines, as have some VCAT decisions. None was more blatant that the development proposal at 40 Upper Heidelberg Rd, Ivanhoe that was three-four storeys higher than the guidelines. There was widespread anger in the community that the Plan has been so undermined, discounted and ignored.

Save Ivanhoe Residents Group believes it is essential to protect the integrity of the Structure Plan for the development, amenity and livability of the Ivanhoe Activity Centre. As such we request that you approve permanent height controls (amendment C123) throughout the Activity Centre.
